UNITED NATIONS, Aug. 22 — U.S. and British diplomats launched a campaign Friday to get more countries to contribute troops to U.S.-led forces in Iraq, but both London and Washington faced an uphill struggle in a U.N. Security Council still bitterly divided over the American decision to launch a war without U.N. approval. Underscoring lingering opposition to U.S. actions in Iraq, France’s foreign minister dismissed a U.S. effort to get more nations to send soldiers to back up its troops in Iraq, saying an international force should instead be sent with a U.N. mandate.
